I presume you mean that you cannot allocate a course to a competitor. If the competition is "by Class", the course will be allocated to the competitor via his/her class. You would normally do this by importing this information from Purple Pen or OCAD. Alternatively, you can assign a class to a course using the Edit->Classes menu.
